If you own a building with a gravel roof, you probably have one of two questions. Either it is leaking and you want to know whether it can be patched, or it is not leaking yet and you want to know how much life is left in it. Here is the straight answer. A built-up roof that is sound across most of its area and leaking in one or two spots is usually worth repairing. A built-up roof that has been patched over and over, holds water for days after a storm, and has gravel piling up around the drains is telling you it is finished.
I have been working on roofs along the Wasatch Front for nearly 40 years, and gravel roofs are still on plenty of commercial buildings in Ogden, Layton, and Clearfield. They were the standard for decades, and the good ones lasted a long time. But they fail in specific, recognizable ways. Knowing those ways tells you roughly where your building sits in that cycle.
What a built-up roof actually is
A built-up roof, which the industry abbreviates as BUR, is exactly what the name says. It is built up in layers. Hot asphalt is applied to the deck or the insulation board, then a reinforcing ply sheet is rolled into it, then more asphalt, then another ply. A four-ply roof means four of those reinforcing sheets. The whole assembly is then topped with a flood coat of asphalt and a layer of gravel or slag pressed into it while it is still hot.
The gravel is not decoration. It shields the asphalt from ultraviolet light, protects the membrane from hail and foot traffic, and holds the surface down. That is why people call it a tar and gravel roof, and why the condition of the gravel tells you so much about the roof.
How gravel and built-up roofs fail
Almost every failure I see on these roofs falls into one of five categories.
- Ponding water. A flat roof is not actually flat. It is built with a slight slope toward drains or scuppers, and over time decks sag, insulation compresses, and drains clog. Water still standing two days after a storm is doing damage. It softens the asphalt, adds weight, and in our climate it freezes inside every crack it has found.
- Oxidation and alligatoring. Asphalt loses its oils as it ages and hardens. Once it hardens it cannot flex, and the surface breaks into a pattern of cracks that looks like alligator hide. This is normal aging, and it accelerates anywhere the gravel has thinned out and left the flood coat exposed.
- Gravel migration. Wind and running water push gravel around. It piles up along parapets and around drains, and it thins out in the open field of the roof. The bare areas oxidize faster. The piled areas block drainage. Both problems feed each other.
- Blisters and splits. Moisture or air trapped between the plies expands when the roof heats up and lifts the layers apart. Blisters do not always leak, but once one breaks open you have a direct path into the assembly. Splits happen where the building moves and the membrane cannot move with it.
- Flashing and penetration failures. Base flashing at parapet walls, curbs, drains, vents, and rooftop units. This is where most leaks actually start. The field of the roof is usually the last thing to give out.
Why Utah is hard on a gravel roof
Two things about our climate work against these roofs.
The first is the freeze and thaw cycle. We get sunny winter days in the 40s and nights well below freezing, over and over, for months. Water that ponds on the roof during the day freezes at night and expands. If that water has worked into a split or a blister or a seam, every cycle opens it a little wider.
The second is ultraviolet exposure. We sit at elevation with a lot of clear days, and that is hard on asphalt. A gravel roof in Davis or Weber County ages faster in its bare spots than the same roof would in a milder, cloudier climate. When I walk one here and find wide areas where the gravel is gone, I already know what the flood coat underneath is going to look like.
A coating sprayed over a roof with wet insulation underneath is money spent on hiding a problem that keeps getting worse.
When a repair is still the right answer
Plenty of gravel roofs have real service life left. If the leaks are isolated and trace back to a flashing, a drain, or a specific split, that is a repair. We can cut out and rebuild a section, reflash a curb, or rework a drain, and you get years out of it.
The question that decides repair versus replacement is not the age of the roof. It is whether the insulation underneath is wet. Once water gets past the membrane and saturates the insulation board, it spreads sideways and does not dry out. A patch on top of wet insulation stops the drip in one spot and leaves the rest of the assembly rotting. That is why a serious flat roof assessment includes core cuts, an infrared scan, or both, to map how much insulation is actually wet.
If the wet area is small and contained, we take out that section and replace it. If the survey shows saturation across a quarter of the roof or more, patching stops making sense. At that point you are maintaining a roof that has already failed.
What replaces a gravel roof
Most gravel roof replacements today convert to a single-ply membrane. Instead of building the roof up in layers on site, a single-ply system uses one manufactured sheet, typically PVC, TPO, or EPDM, that is either mechanically fastened or fully adhered to the substrate, with the seams welded or bonded together.
There are practical reasons building owners make this move.
- Weight. A single-ply system is dramatically lighter than a gravel roof, which matters on older buildings and on any structure where snow load is already a consideration.
- Drainage. A tear-off is your one real opportunity to fix ponding. Tapered insulation can be laid out to move water to the drains instead of into the low spot it has been sitting in for twenty years.
- Repairability. Finding and fixing a leak on a welded membrane is far more direct than tracing one through four plies and a gravel surface.
- Reflectivity. A light-colored membrane reflects solar heat instead of absorbing it, which reduces the thermal cycling the roof goes through every summer day.
A recover, meaning a new membrane installed over the existing roof, is sometimes an option instead of a full tear-off. It depends on the weight of the existing assembly, how wet it is, and how many roofs are already stacked up there, because code limits that. If the insulation is saturated, a recover is not appropriate regardless.
What you can document before you call anyone
You do not need to get on the roof to gather useful information, and I would rather you did not. A gravel roof is loose stone over a hard surface, and a wet or snow-covered flat roof is a real fall hazard.
- Walk the top floor after the next storm and note where stains appear, including what is above them and how far they are from the nearest drain. - Keep a simple log of leak dates and locations. A leak that appears only during driving rain from one direction points somewhere very different than one that appears during every slow melt. - Look at the scuppers and downspouts from the ground. Gravel washing out means the surface is moving. - Pull the original roof documentation, any warranty paperwork, and receipts from past repairs.
Hand that to whoever inspects the roof. It shortens the diagnosis considerably.
What to ask for in an assessment
Ask for photographs of what the inspector found rather than a summary. Ask whether a moisture survey was performed and what it showed. Ask for both a repair scope and a replacement scope in writing, because seeing both is how you understand what you are choosing between.
And ask what happens to the drainage. If a replacement proposal does not address the low spots that have been holding water for years, you are buying a new roof with the same problem built into it.
